ngtcp2: update to 1.22.1

- Add Generic Segmentation Offload (GSO) packet aggregation via
  ngtcp2_conn_write_aggregate_pkt
- Fix CVE-2026-40170 (v1.22.1)
- Refine BBR congestion control and header protection cipher
