opentracker: update to GIT HEAD of 2026-04-13

Browse Source 
opentracker is an open and free bittorrent tracker without
versioned releases. Bumping PKG_SOURCE_VERSION to upstream
HEAD as of 2026-04-13 to pick up accumulated fixes since
the 2025-04-25 snapshot.
