Daniel Golle e62c39e946 hwdata: package pnp.ids and add InstallDev section 
Make sure hwdata can be used by other packages during build by
adding InstallDev section which includes pkgconfig as well as
all types of IDs.

Georgi Valkov 884d3fa691 hwdata: fix build error on macOS 
The install command on macOS does not support the -T flag.
As suggested by Rosen Penev, this package does not compile anything,
so the contents can be installed directly.
