9c8e4c4aef python-frozenlist: Add new package 
From the README:

frozenlist.FrozenList is a list-like structure which implements
collections.abc.MutableSequence. The list is mutable until
FrozenList.freeze is called, after which list modifications raise
RuntimeError.
