Supersedes PR: https://github.com/openwrt/packages/pull/28429
We can have another PR where Jeffery removes himself later.

python-semantic-version: add python-setuptools/host dep to HostBuild

This is needed now, since python3/host no longer installs setuptools
host-side.

This small python library provides a few tools to handle SemVer in
Python. It follows strictly the 2.0.0 version of the SemVer scheme.
