Alexandru Ardelean 1c1c7ee5b9 python-maxminddb: update to 3.1.1; add test.sh 
Bump version 2.4.0 -> 3.1.1.
Add python3-urllib to DEPENDS (required by new version).
Add test.sh to verify open_database and InvalidDatabaseError imports.
