perl: fix dependency issues in archive, pod and test

perlbase-archive, perlbase-pod and perlbase-test
had executable utilities with missing dependencies.

https://github.com/openwrt/packages/pull/29463

those are either non-working or useless on OpenWrt,
therefore they have been removed.
