ipq40xx: remove non-existent ethernet PHY

Since updating the MDIO driver, the probe will fail hard on any
PHY not present on the bus, while this was not the case prior.

Fixes commit 26b1f72381 ("ipq40xx: net: phy: ar40xx: remove PHY
handling")
